江苏历史文化资源可持续利用的政策供给

江苏拥有一批特色鲜明、优势突出的区域历史文化资源.从吴文化、汉文化、六朝文化延伸至明清文化和民国文化,体现出作为我国优秀历史文化资源的代际传递和开发价值,具备资源独特性、项目创新性和文化多样性可持续利用的潜力.当下亟待解决的问题是要将目前江苏省各地普遍存在的、分散在经济政策中的文化产业目标或相关对策重新梳理、整合、提炼出来,补入针对性的资源产业化政策措施,制定出目标明确、对策清晰、专门性的文化产业政策供给体系,即将不明晰的文化政策或散布在若干经济政策中的资源开发对策转化为明晰的产业政策.     

中国社会主义医疗卫生体系的规制研究

所谓政府规制（Govemment Regulation or Regulatory Constraint）,是指在市场经济体制下,政府或政府有关机构依据法律法规的规定对市场经济主体或特定行为人所进行的规范和限制活动。医疗服务作为一种具有特殊公共性质的服务行业,需要有相应的政府规制对其引导和监督,使其更好地为人民服务。现从理论和实践方面探讨医疗规制的必要性和可行性。     

构建供应驱动视角下的双向转诊协同体系

双向转诊是有效配置区域上下游医疗机构间的医疗服务资源、构建合理分层就诊体系的重要举措。作者从供应驱动视角分析了双向转诊协同概念并指出存在的问题,最后提出供应驱动视角下双向转诊协同体系的构建方法,包括：完善供应链体系,建立基于协同的院际联盟模式;协调供需平衡,建立基于共赢的分层诊疗机制;信息实时共享,建立基于便捷的双向转诊模式和业务流程;政策引导支持,建立基于可持续的长效供应机制;与需求驱动互补,及时响应患者动态需求。     

江西中医药健康旅游发展模式与发展对策研究

江西省应以现有的中医药资源为基础,通过政府政策的引导,采用互联网+的手段,加强中医药资源与疗养机构、医疗机构之间的紧密合作,加强旅游景区与中医药资源的融合,从而促进中医药健康旅游发展。构建以"以人为本、政府引导、市场驱动,创新发展"为基本原则,以养生旅游为主题,同时兼顾发展文化旅游,以互联网+为发展手段,以实地旅游和虚拟旅游为发展途径,以促进中医药健康旅游发展和中医文化传播为目的的中医药健康旅游发展模式。     

规制经济学研究范式的分异与融合

随着经济发展进程中“自由放任”与“国家干预”两大对立经济思潮的兴衰交替，西方国家的规制实践也进行着动态调整：从政府规制到放松规制，从放松规制到激励性规制。政府规制实践的改革促进了规制理论的发展，规制理论的发展支推动了规制经济学研究范式的逻辑演化：“公共利益”研究范式——“部门利益”研究范式——“激励性”研究范式。规制经济学研究范式的演进进程呈现出明显的“分异”与“融合”特征。     

面向突发公共事件应急管理的情报服务机制构建

构建面向突发公共事件应急管理的情报服务机制具有重要的现实意义,能够提高政府决策效率、降低突发公共事件带来的危害。本文阐述了面向突发公共事件应急管理的情报服务战略定位,分析了突发公共事件应急管理对情报服务提出的要求,提出从关键词聚类、突发公共事件信息资源开发及应急管理决策保障3个层级构建情报服务机制;最后提出了3点优化策略,即有效识别突发公共事件情报信息、介入与融合应急管理体制、培育和提高服务保障。

论我国中药资源现状与可持续开发利用

中药资源是世界各族人民防治疾病的重要物质基础,也是我国医药学宝库的重要组成部分。当前由于需求量的激增导致掠夺性的采挖,致使野生中药资源的贮量急剧下降,部分品种甚至处于枯竭的状态。而可持续的开发和利用是解决中药资源短缺的有效方法之一。该文针对国内中药资源现状,从与自然和谐共生、中药资源普查及中药材生产质量管理规范三个方面提出中药资源可持续开发利用中值得关注的几个问题。

试论我国新型农村合作医疗的政府规制

在介绍规制和政府规制的内涵的基础上，界定了新型农村合作医疗政府规制的内涵。剖析了当前我国新型农村合作医疗政府规制存在的主要问题：政府规制标准不完善、对基层政府的规制不到位、对定点医疗机构的规制不到位、对农村药品的规制不到位。针对存在的主要问题，建议及时构建和完善新型农村合作医疗的政府规制体系，包括完善政府规制标准、加强对基层规制机构的规制、加强对定点医疗机构的规制和加强对农村药品的规制。

Dr.Zhang Ren''''s Experience in the Acupuncture Treatment of Different Diseases with the Same Therapeutic Principle

Dr.Zhang Ren,the chief physician,is the chairman of Shanghai Acupuncture and Moxibustion Association.Having been engaged in medicine for about 40 years,he is experienced in treating various intractable diseases.In his long years of clinical practice,he advocates taking the TCM differentiation as the basis to seek for the acupuncture method for treatment of modern intractable diseases.The author of this essay had the fortune to follow Dr.Zhang in study.The following is a summary of Dr.Zhang's experience in the acupuncture treatment for different intractable diseases with the same therapeutic principle.     

Luo Lingjie''''s Experience in Treating Chronic Nephropathy

In treating chronic nephropathy,Luo Lingjie,a chief physician,pays attention to regulating the balance between yin and yang,treating infection if present,and removing pathogenic factors.He prescribes gentle drugs and uses carefully strongly warming-tonifying ones,emphasizes the importance of persuading the patient to persist in treatment with medication and nurse one's health for recuperation,and is good at combined use of TCM and western medicine therapy and brings the merits of various therapies into full play,with obvious theraoeutic effects.     

Acupuncture Combined with Spinal Tui Na for Treatment of Primary Dysmenorrhea in 30 Cases

Objective: To observe the therapeutic effects in acupunture treatment of primary dysmenorrhea combined with spinal Tui Na, and study its mechanism. Methods: Thirty cases of the treatment group were treated by acupuncture combined with spinal Tui Na, and thirty cases in the control group were treated by routine acupuncture. Results: The total effective rate was 93.3% in the treatment group, and 73.3% in the control group, with a significant difference between the two groups (P<0.05). Conclusions: Acupuncture combined with spinal Tui Na has good prospects for treatment of primary dysmenorrhea.     

猪肺磷脂注射液联合经鼻持续气道正压通气对呼吸衰竭早产儿的临床疗效及肌酸激酶同工酶活性的影响

目的 探讨猪肺磷脂注射液联合经鼻持续气道正压通气(NCPAP)对呼吸衰竭早产儿的临床疗效及肌酸激酶同工酶活性(CK-MB)的影响.方法 选取呼吸衰竭早产儿80例,分为观察组和对照组各40例.对照组采用NCPAP给氧治疗,观察组给予NCPAP给氧联合猪肺磷脂气管内给药.观察两组患儿治疗前及治疗12h、24 h后PaO2、PaCO2、血氧饱和度(SaO2)、pH的变化情况,检测治疗前及治疗5d后血清CK-MB水平;评估两组患儿的临床治疗效果.结果 两组患儿PaO2、PaCO2、SaO2、pH比较,差异均有统计学意义(P＜0.05),其中观察组治疗后的PaO2、SaO2、pH均高于对照组,PaCO2则低于对照组.两组的PaO2、SaO2、pH均随观察时间延长而升高(P＜0.05),PaCO2均随观察时间的延长而降低(P＜0.05).观察组治疗有效率为87.5％,显著高于对照组的70.0％ (P ＜0.05).治疗5d后两组患儿血清CK-MB水平均较前降低(P＜0.05),且观察组明显低于对照组(P＜0.05).结论 猪肺磷脂注射液气管内给药联合NCPAP可以显著降低呼吸衰竭早产儿CK-MB的含量,提高治疗有效率,起到很好的呼吸循环支持作用.     

Survey and practice of reporting quality of randomized controlled clinical trials on traditional Chinese medicine

Evidence obtained from randomized controlled trials （RCTs） has been generally accepted as the gold standard in the evaluation of clinical effectiveness. Readers need to understand the trial design, implementation, results, analysis and interpretation, so as to fully Jnderstand the results of RCTs. Thus, the investigators of RCTs have to report these items in a complete, accurate and clear manner. Since 1998, we have conducted several evaluations on the reporting quality of RCTs published in Chinese journals on traditional Chinese medicine （TCM） and results have shown that there is an urgent need for higher quality RCTs on TCM.     

TCM Treatment of Ankylosing Spondylitis by Tonifying the Kidney and Strengthening the Governor Vessel

Ankylosing spondylitis is a chronic and progressive disorder with inflammation mainly involving the central axis joints. It mainly affects the cervical spine and the lumbosacral area, with the pathogenesis closely related to the kidney and the Governor Vessel (GV). TCM holds that the syndrome is deficiency in origin and excess in superficiality, which is due to insufficiency of the kidney, deficiency of GV, and blocking of the channels with the invasion of exogenous evil, leading to poor circulation of qi and blood and malnutrition of the bones, muscles and joints. The TCM method of tonifying the kidney and strengthening GV to regulate circulation of qi and blood and check the arthralgia pain should be adopted, with the Kidney-Tonifying and GV Strengthening Decoction (益肾强督汤) prescribed.
