目的 了解社区卫生服务中心信息化的现状，针对现存问题提出改进策略。方法 对某社区卫生服务中心信息化管理的现状进行了回顾性调查。结果 社区卫生服务中心信息化存在着分散设置、缺乏整合、软件开发各自为政、形成信息孤岛、缺乏标准化和人员素质有待提高等问题。结论 利用信息化技术提高管理效益，必须更新观念，建立系统思维方式、完善内网、开发外网，适时建立社区卫生服务网站、倡导学习型组织，提高职工的素质。

目的了解深圳市宝安区社区卫生服务管理体系的特点,分析其优势与不足。方法采用描述性分析与现场调查相结合的方法。结果宝安区社区卫生服务机构以医院办医院为主,在管理体系上已形成战略规划系统、管理监督系统、指导考核系统、科研支持系统及信息化管理系统相结合的架构。结论宝安区社区卫生服务管理体系健全、规范,促进了社区卫生服务的稳步发展,取得了较好的社会效益和经济效益。

目的:了解信息化在完善社区卫生服务模式中的利用情况并分析其效果.方法:采用目的抽样,对北京、上海、成都和郑州四市的12家社区卫生服务中心进行现场调察,访谈卫生行政部门和中心负责人,重点了解当地社区卫生服务机构的信息化建设及利用情况,探讨信息化在完善社区卫生服务模式中发挥的作用等.结果:调研机构信息系统可分为核心系统、核心辅助系统和外围支持系统三类;信息化在优化服务流程、提高工作效率、加强机构协作、促进质量监管、优化绩效考核和加强医患互动等方面为推进社区卫生服务模式的转变提供了有利支撑.结论:信息化在转变和完善社区卫生服务模式中发挥了关键性的作用,建议从优化服务流程、促进服务的高效协同安全、优化绩效考核和加强医患互动等四方面进一步加强社区卫生信息化的建设和利用.     

浅议完善我国社区卫生服务

社区卫生服务是完善我国基本医疗保险制度的关键，同时也是解决我国医疗卫生体制看病难、看病贵的重要举措。社区卫生服务实施以来，逐渐显示出其重要性，但是，还存在诸多不足。本文通过对我国社区卫生服务的发展及不足做出系统的梳理，并结合世界发达国家的社区卫生服务系统，对我国社区卫生服务的改革与发展做出探讨。

通过对近年来国内外有关社区卫生服务情况的研究，结合我国国情，提出了我国开展社区卫生服务的基本条件和社区卫生服务的基本内容。强调开展社区卫生服务要建立“三个系统”、完善“三个制度”、实现“三个转变”。建立具有中国特色的社区卫生服务模式，促进我国社区卫生服务健康发展。     

浅议社区卫生信息化面临的问题

2006年2月卫生部召开了全国社区卫生工作会议，提出了加强社区卫生服务，扩大社区卫生服务覆盖面，从制度和机制上解决看病难、看病贵的问题。这一决策对社区卫生信息化工作也提出了新的要求，信息化不仅能促进各项改革措施的落实，也能推动卫生改革的深化。     

泰山区率先实现社区卫生信息网络化管理

泰山区作为全省4个城市社区卫生服务信息协同应用系统试点区之一,按照全省系统软件及硬件参数要求,目前,社区卫生服务信息协同应用系统已全部安装调试完成,并实现互联互通。2009年12月30日,全省城市社区卫生服务信息化建设现场会在泰山区召开。     

Advancing community health through community health partnerships

Improving a community's health is a key goal of health services organizations. Effectively pursuing that goal requires health services organizations to create partnerships with other organizations to help identify community health needs and to create and carry out programs that bring together community members and needed health services. Drawing on community systems concepts and a recent study of community health partnership efforts in three cities, this article provides a framework for such partnerships. Types of partnerships described include: Community action partnerships, in which the partnership forms to address a specific problem or pursue a specific opportunity. Community organization partnerships, in which a set of organizations in a similar service sector agree to collaborate for mutually agreed upon goals; and Community development partnerships, in which a partnership attempts to increase participation by people and organizations in collaborative activities that advance the community on multiple fronts or that contribute to community assets and services in multiple areas. The article also describes how the pressures to create large integrated delivery systems can affect creation of partnerships to improve community health. Increasingly, healthcare leaders are being held accountable for the health of communities they serve. When creating partnerships for community health and carrying out health-improvement activities, leaders should be aware of and respond to four key dimensions of accountability: political accountability, commercial accountability, clinical/patient accountability, and community accountability.     

Mental health in the community

Medical education needs to reflect the rapid development of community-based health care, particularly in the area of mental health. 'Mental health in the community' is a week-long collaborative course organized through the Department of General Practice at Liverpool University for first-year clinical medical students. It aims to introduce them to the range of mental health problems that exists in the community and the resources available to deal with them; to improve their counselling skills and to reduce their anxiety about mental health, both their own and other people's. The paper describes the wide variety of teaching methods and visits which are offered during the week. The course is evaluated using the method developed by Stake. Although there are some problems with student participation, 'Mental health in the community' has a significant positive overall effect on students' knowledge and anxiety levels with regard to mental health. It is making a contribution to the reorientation of medical education in Liverpool.

加强社区医学科学研究 提升卫生服务内涵质量

为进一步培养和提高社区卫生服务医务人员的综合素质，提升社区卫生服务中心的工作水平。作者阐述了社区卫生服务医务人员课题研究的意义，总结了社区卫生服务医务人员课题研究设计的现状，指出了社区卫生服务医务人员课题研究设计方面的问题，并对如何提高社区卫生服务医务人员素质和课题设计提出建议。     

Competitive health policies and community health

Since 1992 there have been fundamental changes in health care policy in Victoria, Australia, as the state government moves to competitive market models of service delivery and the measurement of service provision through output based funding. The introduction of competitive relationships to the public health system has had a major impact in the primary health care sector, particularly on community health centres. Most community health centres in Victoria have traditionally been semi-independent agencies controlled by community based committees of management. Such policies have had huge implications for the management and organisation of these agencies, as they have led to different patterns of service delivery and different models of management practice, often devaluing traditional philosophical perspectives of 'primary health care practice'. Although many agencies have embraced change as providing opportunities for growth and development and to have more influence in the provision of mainstream public health care, primary health care models of practice should be supported for their intrinsic and increasing value.     

对当前社区卫生服务工作的几点思考

社区建设是社区服务深入发展的产物,是城市社会经济发展到一定阶段的必然要求,社会主义市场经济的深入,社会成员的“单位”属性逐渐减弱,大量“单位人”转为“社会人”,城市化进程加快,大量农村人口涌入城市,社会人口流动性加剧,客观上要求进行社区管理,国有企业深化改革、转换经营机制和政府机制改革,企、事业单位,政府剥离出来的社会职能和服务职能,大竞争将由社区承担,另外,住房,医疗,养老,就业等制度的改革最终都要落实到社区,近几年来,社区建设工作蓬勃发展,城市居民的社区意识在逐渐形成,对自己所生活或工作的社区逐渐产生认同感和归属感。
