广西突发公共卫生事件处理技术体系的应用效果评价

目的评价突发公共卫生事件应急处理技术体系的应用效果,为政府部门有效遏制突发公共卫生事件提供科学的技术支撑。方法依据国家法定传染病的有关规定,建立广西突发公共卫生事件应急处理技术体系,制定评估方案、统一评价指标、统一调查表格,判断广西处理各种严重影响公众健康的突发公共卫生事件的处理效果,评价突发公共卫生事件应急处理技术体系应用的有效性。结果广西突发公共卫生事件应急处理体系突出了地方重点、技术体系完善;明确了防控目标、突出了政府行为;联动各级疾病预防控制机构的网络责任、突显了应急处理能力的提升;丰富了流行病学的科学理论、规范了应急处理技术、形成了有效的突发公共卫生事件处理工作机制。结论突发公共卫生事件处理技术体系的建立是对流行病学理论的重要补充,真正体现了流行病学的根本原理;突发公共卫生事件处理技术体系的实践应用在缩短突发公共卫生事件的过程中作出了巨大贡献;在有效地控制突发公共卫生事件的发生、发展中起到了极其重要的作用。

Evaluation of applied effectiveness of handling technique system of outbreaking public health affairs in Guangxi

Objective To evaluate the applied effectiveness of emergency handling technique system of outpreaking public health affairs in order to provide scientific and technical support for the government departements to control these affairs.Methods According to national related regulation for notifiable infectious disease the emergoncy handling technique system of outbrecking public health affairs was established.The formulation of evaluation programme,the unifies of evaluation targets and questionnairs were completed to judge the effectiveness of emergency handling technique system in conducting outbreaking public health affairs.Results Through practice the emergency handling technique system of outbreaking public health affairs proved highly effective and existed the following characteristics:perfect the technique system;put special stress on the localities;have a clear aim of disease prevention and control;emphasize the government action;integrate with the networks from the organizations of disease prevention and control at different level;pronouncedly improve the ability to conduct emergency affairs;enrich the theory of epidemiology,and form an effective mechanism of conducting outbreaking public health affairs.Conclusion It is an important replenishment for epidemiology to develop the handling techniqne system of outbreaking public health affairs.The system truely reflects the fundamental principles of epidemiology,and makes great contributions to shortening the time of conducting outbreaking public health affairs.Thus,the system is able to play most important role in effectively controlling the occurrence and development of outbreaking public health affairs.
