北京市西城区社区卫生服务成本补偿机制研究

目的 通过对实施收支两条线管理的北京市西城区社区卫生服务中心的成本运行情况的调查,了解当前的补偿机制并提出合理化建议.方法 随机选取了我区实行收支两条线管理的2家社区卫生服务中心,回顾性调查了2007、2008、2009年三年来提供社区卫生服务内容的变化和服务过程中物资、劳务的消耗情况和收支情况.结果 社区卫生服务成本中,劳务消耗是主要部分;实行收支两条线管理前后相比,国家对社区的运行成本有所补偿,这有利于保持社区卫生服务的公益性质,但是随着大量公共卫生服务项目下沉到社区卫生服务机构,与实际工作量的大幅增长相比,对社区卫生服务机构的公共卫生服务项目补偿尚未到位.结论 随着收支两条线管理的运行,政府必须制定和完善社区卫生服务价格政策和收费标准,加强财政投入;稳定和持续的筹资机制和明确的补偿政策,是社区卫生服务健康和持续发展的关键.
