山东、宁夏新型农村合作医疗不同收入人群受益分布研究

文章分析和比较了不同收入组居民新型农村合作医疗参保率、卫生服务利用和卫生费用。资料来源于山东和宁夏6个县家庭问卷调查,样本量为6147户和23036人。利用五分位法对居民进行分类和比较。结果表明,最低收入组居民参保率较平均水平低5%,低收入组参保居民较多利用基层卫生机构的服务,各收入组间门诊和住院服务利用没有显著性差异,最低收入组参保居民得到的新型农村合作医疗补偿额和补偿比较高收入组低,低收入组住院费用负担较重。提高新型农村合作医疗补偿水平,完善农村利贫卫生政策,对于提高农村低收入居民受益程度很有必要。

Comparing the Distribution of New Rural Cooperate Medical Scheme Benefits Among Income Groups in Shandong and Ningxia

The purpose of this paper is to analyze distribution of new cooperative medical scheme (NCMS) by income groups, in terms of NCMS coverage, health care utilization, and financial reimbursement. The data comes from Shandong and Nxingxia in a household questionnaire survey with 6 147 households and 23 036 individuals. The findings include: NCMS coverage was 5% lower for the lowest-income population than the average; the lower-income inured used more primary health care than the higher-income ones; utilization of both outpatient and inpatient care was found no difference amongst income groups; NCMS reimbursement offered to the lowest-income population was lower than the average level. The lower-income insured bear higher financial burdens of diseases. To increase NCMS reimbursement level and to improve pro-poor health policy for the rural population are recommended.
