备案承诺管理模式实施前后出口加工区食品安全监管水平情况分析

目的对出口加工区推行食品安全相关资料备案承诺管理模式前后餐饮业食品安全监管工作质量进行综合评价。方法将餐饮业食品安全监管水平诸因素先按支配关系分组,使之成为有序的递阶层次结构,通过两两比较,确定层次诸因素相对重要性,然后综合判断,评价食品安全监管工作质量。结果出口加工区推行食品安全相关资料备案承诺管理模式后餐饮业食品安全监管工作质量明显好于实施前。结论层次分析法有较大的应用潜力,备案承诺制度改变了企业职工以往模糊消费的状况,再次提升了集体用餐配送单位许可证、健康证持证率,食品安全隐患得到有效遏制。

Analysis on Food Safety Supervision Level of Export Processing Zone before and after Implementation of Register and Commitment Management Pattern

Objective ] To perform comprehensive evaluation on quality of food safety control in catering units of export processing zone before and after implementation of register and commitment management pattern Methods] According to the dominance relationship, the factor influencing food safety supervision level of catering units were stratified and formed orderly hierarchical structure. The stratified factors were identified for the importance via multiple comparisons. Then the quality of food safety control was evaluated after comprehensive judgment. Results] The quality of food safety control in catering units of export processing zone was significantly increased after implementation of register and commitment management pattern. Register and commitment management has changed the fuzzy consuming status of employees in the past, and has improved the permit holding rate of meal delivery units permit and health certificate, so that food safety hazards have been effectively curbed. Conclusion] Analytic hierarchy process has great potential in application.
