基于基尼系数和泰尔指数的河南省卫生计生资源配置公平性研究

目的 获取并讨论2011-2015河南省卫生计生资源配置的现有状态,并对其公平性进行测评。方法 卫生计生资源配置的人口和地理公平性选用基尼系数和洛伦兹曲线两种方法进行评价;卫生计生资源配置的地区内部和地区间公平性选用泰尔指数评价。结果 河南省卫生计生资源人口基尼系数均在0.31以下,地理基尼在0.26-0.40之间。按人口分布配置的公平性优于按地理的。各资源泰尔指数总体呈下滑趋向。现有的不公平大都来自各区域之间。结论 河南省卫生计生资源的配置较公平,优化资源配置应该关注各区域之间的不公平,加强卫生计生发展规划的引导作用,从而提高卫生计生资源配置的公平性。

Health and family planning resources allocation based on Gini coefficient and Theil index,Henan

Objective To explore the current situation and evaluate the equity of the health and family planning resources allocation from 2011 to 2015 in Henan. Methods Gini coefficient and Lorenz curve were applied to evaluate the equity of health and family planning resources allocation by population and geography.Theil index was applied to evaluate the inter-regional and regional equity. Results The Gini coefficients of the health and family planning resources in Henan based on population all bellow 0.31 were superior to the equity based on geography,which was between 0.26 and 0.4.Theil indexes were on a decline,indicating that the internal inequity among different areas was the main influencing factor of the equity of health and family planning resources allocation in Henan. Conclusion The equity of health and family planning resources allocation in Henan was quite good,and more attention should be paid to the inequity between regions.The guiding function of health planning needs to be enhanced to improve the equity of the health and family planning resources allocation.
