基于360度模式的药品安全监管能力评价问卷设计

目的 药品安全监管属于药品管理部门公共服务的一个部分.药品安全监管能力评价是在政府绩效理论指导下实施的针对性评价工作.本文探讨系统评价药品安全监管工作能力的模式,以形成一套科学、有效的评价办法,从而达到客观评价药品安全监管工作成效的目的.方法 基于360度模式设计药品安全监管能力调查问卷,从上级、同级、下级、专家以及社会公众等多角度开展,共设计6个评价主体、8份调查问卷,并以北京市药品安全监管情况调查为例进行了评价.结果 通过检验问卷的信度和效度,信度分析显示Cronbach＇α系数大于0.75,具有可接受的一致性;效度经KMO及Bartlett＇s检验,KMO值为0.596,具有良好的结构效度.结论 360度评价模式能够从不同的角度全面反映受评者的业绩,较单一来源的评价方式更为公正、真实、客观、准确、可信.

Questionnaire Designing of Evaluation on Drug Safety Supervision Capacities Based upon a 360 Degree Performance Model

Objective Drug safety supervision is part of public services of drug administration. Evaluation on drug safety supervision capacities is performed under the guidance of government performance measurement theory. In this paper we discuss the mode of evaluation on the ability of drug safety supervision in Beijing, in order to establish scientific and effective evaluation methods. Methods In this study, we designed questionnaires for evaluation of drug safety supervision capacities based on a 360 degree performance model, involving superiors, peers, subordinates, experts and the public. We designed six evaluation subjects and eight questionnaires, and evaluated the investigations conducted in Beijing. Results Reliability and validity were tested for these questionnaires. The results showed that reliability was consistent （Cronbachr＇a〉 0.75） and validity was good （KMO〉 0. 596） by KMO and Bartlett＇s test. Conclusion Compared to single-sourced evaluation, the questionnaires for evaluation on drug safety supervision capacities based on a 360 degree performance model are more reasonable, practical, objective, accurate and reliable, which can comprehensively reflect performance of ratees.
