摘    要:第三军医大学新桥医院深化"质量取胜、特色取胜"的办院方针,大力增强"五种创新力",提升以人才、技术、质量、特色、管理为基本内容的核心竞争力,推动了医院的再跨越发展.一是观念创新,重点把握发展的观念、规划、策略、内涵、体制和模式等六个方面,开辟跨越发展的思想通道;二是科技创新,大力营造科技创新环境,着重分析军事医学面临的三个矛盾,集中力量建设国家重点学科和军事医学学科,开掘跨越发展的特色优势;三是人才培养创新,强化人才是资源、创新、动力、效益的理念,以创新抓住人才,以质量管理人才,以特色培养人才,以事业凝聚人才,构建跨越发展的智力方阵;四是体制创新,确立学科发展战略,本着"全面规划,突出重点,促进交叉,拓展内涵"的原则,加快学科结构重组,形成新的综合学科体系,积淀跨越发展的学科基础;五是机制创新,推出教学改革、质量管理、科学研究、成果转化、资金引进、开展新技术新业务等新举措,抢抓跨越发展的新机遇.

Abstract:Through deepening the strategies of "emphasizing quality and features to win in the competition", the officers in Xinqiao Hospital, an affiliated hospital to Third Military Medical University, bring forward an idea of intensifying "5 innovations" in order to improve the hospital competitivity with "talents, technologies, quality, features, and management" at the core, and further more to push the development of the hospital. These 5 innovations are as follows: Firstly, concept innovation, which is to establish new thoughts to expand development approaches by focusing on following 6 aspects, including development ideas, plans, strategies, connotations, systems and patterns; Secondly, scientific and technologic innovation, which means that we need to concentrate on the national key subjects and military medical subjects after analyzing the 3 contradictions confronted by the field of military medicine; Thirdly, talent innovation, i.e. , a human resource should be constructed for further development by strengthening the ideas that "talents are resource, innovation, impetus and benefits"; Fourthly, system innovation, that means we should determine the development strategies for every subjects in accordance with the principle of planning in an all - round way, focusing on key parts, improving cross-subjects, and expanding connotations", so as to accelerate the reconstruction of old subjects and formation of new subjects, which are the base for further development; Finally, mechanism innovation, that is, in order to get hold of the new opportunity for further development, the hospital should establish an inspiring mechanism and modify it through teaching reform, quality management, scientific research, achievement transformation, attracting investment, carrying out new techniques and approaches.
