旅游景点土特产店销售中药材等安全问题的探讨

目的：加强旅游景点中药材等产品销售的监督管理，保障游客用药安全和消费利益。方法：按照现行食品药品相关法规，对所在地土特产店进行调查摸底，结合日常监管情况分析存在问题及监管薄弱环节，并对相关问题进行探讨。结果：旅游景点土特产店以夸大或虚假宣传为手段，采取粉碎药材的方式，非法销售中药材（包括药食两用、可用于保健食品的物品等）及未经国家批准的境外植物药材。诱骗欺诈游客购买，侵害消费者权益，影响旅游秩序和游客对旅游地的评价。结论：食品药监、工商、物价、公安等相关部门应加大监管和处罚力度。有关部门应对阳元草等疑似境外植物药材从法规层面进行规范。

Discussions on Safety Problems in the Sales of Traditional Chinese Medicinal Materials in Local Specialty Shops of Tourist Attractions

Objective: To strengthen the supervision and management of sales of traditional Chinese medicinal materials and other products in tourist attractions, to ensure the medication safety and to protect consumers'' rights. Methods: The local specialty shops were investigated thoroughly according to the current food and drug regulations. The existing problems and the weak links of the daily supervision were analyzed and the related problems were discussed. Results: Some local specialty shops in tourist attractions sell traditional Chinese medicinal materials illegally(including medicine and food dual-use materials and health food) and foreign botanical medicinal materials without state approval using the methods of exaggeration or false advertising or by crushing medicinal materials. Deceptive means were used to lure tourists, consumers'' rights and interests were infringed and the tourism order and tourists'' evaluation of tourist attractions were impaired. Conclusion: The supervision should be enhanced by the food and drug regulation, industry and commerce, pricing, public security and other departments, and the intensity of the punishment should be increased. The suspected foreign botanical medicinal materials such as Yang Yuan Grass should be regulated from the regulatory level by the relevant departments.
