甘肃省农村卫生适宜技术培训成本效果分析

目的:通过对农村卫生适宜技术培训的成本—效果分析,探讨经济有效的适宜技术培训方法。方法:通过核算甘肃省农村卫生适宜技术培训财务报表获得人均培训直接成本(C);在培训前后对被培训人员进行闭卷考试,将培训前后成绩的提高幅度作为评价的效果指标(E);进行成本—效果分析。结果:人均培训成本较低的为计生技术,其值为18.20,平均成绩提高幅度较低的为慢性心力衰竭规范化治疗,其增幅为8.94,成本—效果比最高的为穴位埋线技术的临床应用,其值为26.17;中医技术所花费人均培训成本较西医技术和计生技术高,其成本—效果比为26.43。结论:对相对简单或在培训前已有一定程度掌握的适宜技术培训,可聘请本地专家进行,以降低成本。

The Cost-effectiveness Analysis of the Training of Health Apropriate Technology for Rural in Gansu

Objective To the cost-effectiveness analysis of the training of health apropriate technology for rural,and to discuss the training method of apropriate technology which is both economicand effctive. Methods According to accounting financial report chart on the trainings of health apropriate technology for rural in Gansu Province,the direct cost of training per capita(C)was acquired. The trainees were tested before and after trainings,and then the difference values between grades before and after trainings were calculated,that were the indexes of training effectiveness(E). The cost-effectiveness analysis was carried out. Results Per capita cost for training of family planning technology was the lowest,which was 18.20. Increases in the average scores of Standardized treatment of chronic heart failure was the lowest,which was 8.94.The C/E of the clinical application of catgut implantation at acupoint was the highest,which was 26.17 per capita. Per capita cost for training of chinese medicine technology was higher than that of western medicine and family planning technology,its value of C/E was 26.43. Conclusion These health apropriate technologies which are relatively simple or a certain extent mastered before training could be teached by local experts to lower training costs.
