| 摘 要： | 医疗行业是技术密集型行业，招投标活动非常频繁。如何搞好招投标的监督与管理，如何利用新的技术与措施，如何研究新的对策与方法，实施全程同步监督，构建事前预防、事中控制、事后监督的全方位监督体系。针对这些问题，本文提出解决措施：（1）领导重视是前提；（2）制度健全是保障；（3）科学监督是基础。

| Abstract: | The medical industry is technology-intensive industry with very frequent tendering and bidding activities. How to improve the supervision and management, use new technologies and measures, study new strategies and methods and implement full synchronized supervision and establish comprehensive supervision system including prevention, control during tendering and bidding and supervision afterwards are problems that puzzled hospital managers. In order to solve these problems, the author proposes three measures including leaders＆#39; attention as the premise;the sound system as protection and science-based monitoring as the foundation. |
