2010-2017年广西卫生资源配置和卫生服务发展状况分析

目的]了解广西壮族自治区卫生资源状况及卫生服务情况,为优化广西卫生资源配置和提高卫生服务能力提供参考依据。方法]收集整理2010-2017年广西相关的卫生资源和卫生服务数据,分析其变化情况。结果]2010-2017年,广西卫生机构数量总体呈上升趋势,床位数也逐年上升,卫生人员数、卫技人员数、执业(助理)医师人数、注册护士人数年平均增长率分别为7.12%、7.10%、5.22%、9.39%,医护比从1∶0.99增长为1∶1.3,但每千人口卫生资源拥有量均低于西部和全国平均水平;医疗机构总诊疗人次数、医疗机构入院人数年平均增长率分别为3.70%、6.23%,其中医院、社区卫生中心、乡镇卫生院总入院人数年平均增长率分别为10.10%、15.41%、-0.09%,医院和乡镇卫生院的门诊病人次均医药费用、住院病人人均医药费用均呈增长趋势,社区卫生中心的门诊病人次均医药费用、住院病人人均医药费用增长率分别为2.34%、-0.55%。结论]广西的卫生资源总量不断优化,但人均卫生资源不足;卫生人力资源配置有待改善;卫生服务利用仍主要集中于医院,基层卫生服务能力不能满足人民对高质量医疗服务的需求。建议加快经济发展,增加医疗卫生投入;明确政府职责,合理规划卫生人力资源配置,加大社会急需医学学科人才培养;提高基层卫生服务能力,完善分级诊疗制度。

Analysis on status of health resource allocation and health service development in Guangxi from 2010 to 2017

Objective To understand the status of health resources and health services in Guangxi Zhuang Autonomous Region so as to provide reference basis for optimizing the allocation of health resources and improving health service capacity in Guangxi.Methods It collected and cleared up relevant data of health resource and health services in Guangxi from 2010 to 2017.Results From 2010 to 2017,the number of health institutions in Guangxi showed an overall upward trend,and the number of beds increased year by year.The average annual growth rate of health personnel,number of health technicians,number of practicing(assistant)physicians,and registered nurses was 7.12%,7.10%,5.22%and 9.39%respectively,the ratio of doctor and nurse increased from 1∶0.99 to 1∶1.3,but the health resources per 1000 population were lower than western and national average.Total person-time number of treatment in medical institutions,annual average growth rate of hospitalization number in medical institutions was 3.70%and 6.23%respectively,which in hospital,community health center,and township hospital was 10.10%,15.41%and-0.09%respectively.Average person-time outpatient and hospitalization cost in hospital and township hospital showed growth trend.The growth rate of per capita person-time outpatient and inpatient medical expenses in community health center was 2.34%and-0.55%.Conclusions The total amount of health resources in Guangxi continuously optimizes,but the per capita health resources are insufficient.The allocation of health human resources needs to be improved.The utilization of health services still mainly concentrates in hospital.The ability of primary health services cannot meet people's demand for high-quality medical services.It is recommended to accelerate economic development,increase medical and health investment,clarify government responsibilities,rationally plan the allocation of health human resources,increase urgent need of medical personnel training in the society,improve primary health service capacity,and perfect hierarchical diagnosis and treatment system.
