四川省疾病预防控制机构现状调查

摘    要:目的了解四川省疾病预防控制机构基本情况及其困难与需求,为疾控机构改革发展和建设提供依据。方法分层随机抽取四川省省、市、县3级疾控机构,对其领导进行面对面问卷调查和访谈。结果44家疾控机构共3435人,其中省级753人,市级平均99人,县级平均50人。每万人拥有省级疾控人员0.09人、市级疾控人员0.08~0.75人,县级疾控人员0.43~4人。2004年需要上级协助处理的突发公共卫生事件数市级平均有2.3起,县级平均有1.87起。经费紧张和人才缺乏是疾控机构面临的主要困难,面临的主要公共卫生问题为突发事件处理和急性传染病控制,主要的需求是培训和学习。结论需大力加强对四川省疾控机构的投入,加快人力资源开发和利用。

Abstract:Objective Investigated the basic condition, difficulties and requirements of Disease Control and Prevention Organizations in Siehuan Province, in order to offer the basis for the constructing and developing of Disease Control and Prevention Organizations. Methods Stratified random sampling was used to obtain the data, there were three level Disease Control and Prevention Organization includedprovince, city and county. At the same time, designed questionnaire, then did some research and interviewed the department leaders faee to faee. Results The staffs number in the 44 organizations is 3 435. The average numbers of the three levels are respeetively 753, 99and 50. There are 0.09staff per ten thousand people in Province levels, 0.08--0.75 staff in city level and o.43--4 in county level. In 2004 the average number of the emergeney of public health, whieh needed the help of superior department, is 2.3 in city level and 1.87 in county level. The main diffieulties the organizations faee to are the finance problem and the lack of person with ability. Dealing with publie health emergeney and controlling the acute contagious disease are the main publie health problem. And the main requirements are training and learning. Conclusions We should enhance the investment in disease Control and Prevention, and accelerate the exploitation and utilization of human resouree.
