| 摘 要： | 政府财政投资设立的农村三级卫生体系，在功能定位上没有与私立的卫生机构形成分工与互补，反而与私立卫生机构在同一层次、同一服务领域进行激烈的竞争，导致农村医疗服务领域竞争激烈，公共卫生服务供给不足。为此，根据经济学理论，财政在建立农村卫生服务体系时，应该根据政府与市场分工的原则，将公共卫生服务作为公立卫生机构设置的主要功能定位。

| Abstract: | The government investment established public rural three levels health system,and their function does not separate and mutual implementation with private health sectors.Both of them conducts service competition at same level and same service areas,it due to inefficient of public health service.According to the theory of economic the government should separate with market function,that the public health service should establish their function by the public health sectors. |
