| 摘 要： | 国务院体改办等8部门颁布的<关于城镇医药卫生体制改革指导意见>提出了"建立新的医疗机构分类管理制度",但此前颁发的<医疗机构管理条例>及配套文件<医疗机构管理条例实施细则>,均无"分类管理"的内容.因此,"分类管理制度"的实施,需要解决法律依据不足、分工不尽合理及后续管理缺失等问题.本文针对这些问题提出进一步完善的建议.

| Abstract: | The "hospital classification management" was developed within the Directing Comment on Healthcare Reform in Urban area by 8 ministries. However, there are no relative regulations within the former regulation Healthcare Facilities Management Regulation and its practice detailed items. Therefore, there is no necessary legal basis for the regulation of hospital classification management. This article suggests how to develop this regulation. |
