| 摘 要： | 该研究在对现有卫生补偿政策进行分析的基础上,对山东省有关卫生补偿政策的落实情况进行了系统分析.结果发现:政府对卫生的投入并不能按政策要求予以落实,而且各地方对卫生政策的落实情况随意性较大,显示出政策落实的无政府状态;各级卫生机构财政补偿普遍不足,在没有进行相应改革的前提下,追求经济利益成为各级各类卫生机构实际的行为目标.

| Abstract: | The study is designed to evaluate implementation of public health compensative policies systematically. It had found that the health input of government is decreasing, public health compensative policies is not carried out fully, as the result, the hospitals' actions are greatly distorted, every sanitation and anti epidemic institute has to find additional financing resources, which includes operative activities. Based on study, several suggestions were proposed. |
