摘    要:目的:研究核与辐射突发事件卫生应急指挥关键技术,为决策人员和技术人员提供一套辅助指挥工具。方法:根据国内外有关技术规范,结合本课题组研究成果,利用现代信息技术,通过编写计算机程序方式完成该系统的设计。结果:设计完成了集技术支持、辅助指挥、核应急资料管理、健康基线地理信息、损伤人员后果评价、放射损伤救治咨询和现场快速剂量估算为一体的计算机软件。结论:该系统将在核与辐射突发事件卫生应急救援中发挥积极的作用。

Abstract:Objective To provide a practicable tool to assist decision-makers and emergency response personnel responding to nuclear and radiological accidents. Methods Related technical specifications from in the world, research achievements, modem information technology and computer programming were involved in the development of the system, Results The system had the functions of technical support, assisted command, file management for nuclear emergency response, health baseline geographic information, result evaluation for injured person, treatment consultation of radiation injury and rapid dose estimation. Conclusion The system plays an important role in medical emergency command of nuclear and radiological emergencies.
