乡镇企业职工医疗保障现状的研究

目的：了解乡镇企业医疗保障现状，为制定有关政策提供依据。方法：在东、中、西部地区现场问卷调查了1900个企业。结果：对普通疾病有医疗保障的企业占57．1％，覆盖职工65．2％，其保障措施有劳保医疗、合作医疗、统筹医疗、医疗保险、签订合同及医疗费个人包干等，总体出资水平约占工资总额的3％；此外，对工伤职业病有9．3％的企业无任何保障。结论：乡镇企业已有保障形式多种多样，对没有保障的企业，政府应积极加以引导。

A study of current situation of the employees' medical system m village and township industrial enterprises

Objective To investigate current situation of Medical Security System for employees' in village and township industrial enterprises. Method We have investigated 1 900 village and township industrial enterprises with questionnaire in three areas(east,middle,west). Results The village and township industrial enterprises,which have medical security for common diseases,are 57.1% of all,covered 65.2% of employees.The employees' Medical Security System includes the Labor Insurance System,the Rural Cooperative Medical System,the Combined Social Coordinating Fund Medical System,Hospitalization insurance,Signing the contract and medical fees given to individuals,etc.The average level of financing was about 3% of yearly wages of employees;9.3% village and township industrial enterprises have no insurance for work injuries and occupational diseases. Conclusion The form of the employees' Medical Security System in village and township industrial enterprises is different.The government should actively guide the village and township industrial enterprises that provide no medical security to establish theirs.
