安庆市卫生事业发展及其综合评价

目的：掌握安庆市1990-2000年卫生事业发展状况，为新世纪制定安庆市卫生改革与发展的政策和措施提供科学依据。方法：对安庆市1990--2000年历年的卫生统计资料进行汇总分析，并用TOPSIS法和RSR法进行综合评价。结果：20世纪90年代安庆市卫生事业有了很大的发展；人口自然增长率下降；医院工作质量上升；妇幼保健管理改善；疾病控制和卫生监督力度加大；农村医疗卫生保健工作得到加强；卫生事业经费投入在增加。但同时存在许多问题：卫生资源不足，配置不合理，利用率不高，妇幼保健工作效果欠佳，合作医疗发展缓慢，医疗费用增长过快。结论：新世纪安庆市卫生事业的发展应在20世纪90年代基础上，加强政府重视，优化卫生资源配置，深化农村卫生改革，加大预防保健力度，以进一步促进卫生事业持续、健康、全面的发展。

The study on Development of Health Service and its Synthetical Evaluation from 1990 to 2000 inAnqing

Objective To study the development of health service in Anqing. Providing scientific basisfor drawing the policy and measure of reform and development in New Century. Methods Analysis thedatum of health statistics report forms in Anqing from 1990 to 2000, at the same time syntheticalevaluate with TOPSIS method and RSR method. Results Health service had made a progress with thedevelopment in the 1990's in Anqing: the natural increase rate of population had been descending,the quality of hospital work had been raising, the management mother and child health care had beenimproving, the force of disease control and health supervision had been increasing, rural medical healthcare had been strengthening, the expenses of health service had been adding. From above shows thatBut some problems were appearing at the same time: health resources were shortage , disposal wasunreasonable, rate of utilization was low, The sickbeds usage in hospitals at county and higher levels hadbeen descending year after year, The effect of the mother and child health care was not good enough,the development of cooperative medical services was slow, the addition of hospitalization costs wasrapidness.Conclusions The development of health service must make good use of health resources,deepen the reformation of rural health, increase the force of the prevention and health care, make thehealth service has a constant, healthy and comprehensive development In New Century.
