清代长白山人参政务探析

长白山是目前中国三大精英库之一。清朝廷对长白山野人参需求量大，为了加强对长白山人参的挖采、运输、交纳等各环节的管理，清政府在东北建立了长白山人参政务制度。发放参票，作为采参、交参的凭证，组织专人即刨夫进参区采参，刨夫谙熟采参和加工人参技术。为防止闲人私入参区，清政府增设柳条边和卡伦，层层设卡，加以控管。野人参交纳数量不足，刨夫被迫种秧参充斥，客观上促进了人参种植业的发展。
