宁波口岸入境集装箱疫情疫病截获的动态管理及预警

摘    要:〔目的〕探索集装箱疫情疫病监控管理的新方法,能够对疫情疫病截获率进行动态管理,并发出警示。〔方法〕采用质量控制图法计算集装箱疫情疫病截获率的平均值、移动极差均值、上下控制限,并根据不同的疫情疫病种类作出质控图。〔结果〕2006年部分月份的集装箱疫情疫病截获率已超过上控制限,提示检验检疫部门对于这些月份的入境集装箱要增强查验力量,重点开展检验检疫,防止疫情疫病通过集装箱传入国境。〔结论〕质量控制图可以快速、简便、动态地对集装箱疫情疫病截获情况进行监控管理,并起到警示作用,有助于检验检疫部门及时、合理地分配力量,开展口岸集装箱的检验检疫监管工作。

Abstract:Objective To explore a new method of cargo container epidemic surveillance and management,and to enable the capability of dyramic early waring system. Method The values of X,Rs,UCL,LCL were calculated using the method of Quality Control Chart,and then X-Rs chart was plotted according to different sorts of epidemic diseases. Result Some monthly capturing rates in 2006 surpassed the UCL,Which indicated that,the CIQ Institution should enhance the inspection and quarantine to the inboard containers on the corresponding months for preventing imported epidemic diseases from entering our country. Conclusion The Quality Control Chart can play its roles of early warning for capturing epidemic in dynamic,rapid,simple and comenient way. It is also helpful for CIQ institution to enhance the inspection and quarantine to containers at the ports.
