湖北荆州市社区卫生服务现状分析与评鉴

[目的]分析和评鉴荆州市城市社区卫生服务发展现状。[方法]在了解荆州市城区一般卫生服务及人群健康特征的前提下,对该市已经建立的社区卫生服务机构进行问卷调查,内容包括机构设置情况、机构性质和类别、机构建设规模及投入、机构人员现状以及机构社区卫生服务开展情况等。[结果]目前荆州市共有36个社区卫生服务机构,主要由二级医院或由街道卫生院专制兴办,覆盖辖区户籍总人口的65.8%,均属非营利性质;机构业务用房面积达标情况良好,但政府建设投入少、建设方式单一且存在城区发展不平衡状况;该市将社区卫生服务纳入城镇职工基本医疗保险的规模和比例较低,且缺乏促进参保人员到社区卫生服务机构就诊的有关配套政策。[结论]荆州市已基本形成规模布局较为合理的城市社区卫生服务体系并步入了良性发展轨道,但政府宏观引导及财政投入较少,社区卫生服务的相关政策与制度建设亟待加强。

ANALYSIS AND EVALUATION ON THE CURRENT SITUATION OF COMMUNITY HEALTH SERVICE IN JINGZHOU CITY IN HUBEI PROVINCE

[Objective]To analyze and evaluate the status quo of community health service(CHS)in Jingzhou city.[Methods]Based on health service status and the characteristics of population health in urban area of Jingzhou,a questionnaire investigation was conducted to collect the data of installation,property and category,building size and fund inputs of community health service institutions,as well as the status of personnel and development of CHS.[Results]There were 36 community health service institutions established mainly by second-grade hospital or street health center,which were all nonprofit,and serviced for 65.8% of the registered people.The qualification rate of their camere area was high,but the problems that low investment by government,single construction mode,and the unbalanced development of CHS in urban area existed.There was a lower scale and proportion of employee's basic medical insurance in towns and cities involved in CHS institutions of Jingzhou city,and the supporting policy for promoting guarantors to seek for medical service in CHS institutions was lack.[Conclusions]A community health service system with relatively reasonable disposition and construction scale has been established in Jingzhou city,and it is stepping into optimum development path.But it is necessary to strengthen the construction of relative policy and institutions about CHS.
