放射工作人员职业健康监护管理概述

我国卫生部于2007年6月30日发布的《放射工作人员职业健康管理办法》是《中华人民共和国职业病防治法》关于职业健康监护制度中放射工作从业人员健康监护的具体实施办法，具有法律意义。为了使该管理办法得以及时切实有效地贯彻实施，本文对该管理办法做了重点解读，系统诠释放射工作者职业健康监护的目的意义；放射性职业健康检查机构的职责与必备条件；职业医师的必备资质；从业者上岗前、在岗期间、离岗时、应急或事故照射、医学追踪观察等健康检查和检查结果的报告与通知及受检者放射工作适任性评估；并对放射性职业健康监护档案的建立与管理的重要性作必要阐述，以利放射工作者、患者和公众的健康权益得到保障。

General Introduction to Occupational Health Surveillance and Management for Radiation Workers

The Regulation of Occupational Health Surveillance for Radiation Workers was issued by Ministry of Health of the People' s Republic of China on June 30,2007,which provided specific provisions on occupational health surveillance for radiation workers about occupational health surveillance system covered by Law of the People' s Republic of China on Prevention and Control of Occupational Diseases,and thus possessed law effect in certain degree.For the purpose of the regulation be implemented effectively and timely,this article provides review on the important point of the regulation and explains systematically the aim and significance of occupational health surveillance for radiation workers;the responsibility and the necessary requirements of the testing institution for occupational health of radiation workers;the necessary qualifications for the doctors;the reports and notices of health test and test results about the radiation workers at the time of pre-job,on-job and pest-job,emergency and accident exposure as well as medical follow-up observation,and the assessment whether the examinees are eligible;expatiation the importance of building and management of the file on occupational health surveillance of radiation workers,so as to guarantee the rights and interests of the radiation workers,the patients and the public.
