焦作市1998-2007年学校卫生行政处罚案卷分析

目的探讨学校卫生行政违法行为及行政处罚的状况,为今后的学校卫生监督工作提供帮助和借鉴。方法对过去10年间的18起学校行政处罚案卷进行统计分析。结果18起学校行政处罚案件全部为食品卫生处罚案件,其中88.9%来源于监督检查;违法行为多为生产经营过程不符合卫生要求（22.2%）和从业人员健康相关证明缺乏（19.4%）;行政处罚多为一般程序,执行也比较容易。结论学校行政处罚案件数量在逐渐减少,质量在逐渐提高,但仍然有不足之处,需要进一步改进。

Analysis of Administrative Penalty for School in Jiaozuo City during 1998-2007

Objective ] To investigate the status of school health administration violation and the administrative penalty, and provide reference for the school health supervision in future. Methods] A total of 18 cases of school administrative penalty in the past 10 years were analyzed statistically. Results] All cases were conducted food hygiene penalty, among which 88.9% originated in supervision; most illegal activities were the unqualified production and sell process （22.2%） and lack of practitioners＇health certificates （19.4% ） ; most of the administrative penalties were general procedure which were relatively easy to implement. Conclusion] The number of school administrative punishment is decreasing gradually, and the quality is improving gradually. However, still there is room for improvement.
