| 摘 要： | 在对新疆克拉玛依市社区卫生服务内外环境分析的基础上，提出了克拉玛依区社区卫生服务发展的框架，包括对社区卫生资源的总体配置与布局、社区卫生服务与人才培养和完善社区服务服务中心功能的重要举措；并提出了社区卫生服务发展的保障措施。提出的社区卫生服务发展框架对我国边疆地区社区卫生服务的发展具有参考意义。 |

| Abstract: | Based on the internal and external environment analysis of community health care in Kelamayi District in Xinjiang Uygur autonomous region, the development framework of community health care in Kelamayi District was put forward, including resource allocation and distribution, community health services, training of community health staff, important measures for improvement of the functions of community health care centers and measures for ensuring the development of community health care. The development framework of community health care suggested in the article will provide the reference for the development of community health care in other frontier regions. |
