药品供应体系效能快速测评的国际指标

为了２０００年人人拥有健康，ＷＨＯ药物行动委员会推动并与许多学术组织合作，开发出一系列利于改善药品管理的测评指标供各国尤其是发展中国家使用。其合理用药调研指标（见本刊１９９５；６（４）：５）在各国已引起广泛关注。推动合理用药还必须有良好的药品供应条件，本文介绍的以ＷＨＯ药品政策改善药品供应的测评指标已在１０多个国家使用，受到一致好评。指标设计的中心思想是反映ＷＨＯ的基本药物政策、以法管药、集中招标购药、平抑药价与节约资源、保证必须的人力及财力满足人民基本用药需要。采用这一组指标肯定能改善药品管理，对净化混乱的医药市场亦会大有帮助。

International Indicators for Rapid Assessment of Pharmaceutical Supply Systems'' Performance

Striving for the realization of "Health for All in the Year of 2000",WHO/DAP in cooperation with many scientific organizations has promoted and developed a series of assessment indicators for the pharmaceutical management to improve its administration mainly in the developing countries. WHO' s Selected Drug Use Indicators for evaluating rational drug use had been introduced in this Journal (1995;6(4):5),it is a set of indicators widely used on the world.A rational pharmaceutical supply system is essential for rational drug use, the indicators for assessment of pharmaceutical supply based on WHO' s essential drug policy described in this paper has been used and well received in over ten countries.The central idea of the indicator design is as follows: to reflect the essential drug policy of the WHO; to manage drugs with law; to purchase drugs through competitive tender; to suppress drugs prices; to save resources; to provide essential manpower and fund for people's basic pharmaceutical needs.we are sure that the application of the assessment indicators must be helpful to improve drug administration and good for purification of the confused pharmaceutical market.
