| 摘 要： | 在经济体制转型期,人们往往过分强调市场经济机制而忽视了行政干预的积极作用。本文通过对云南省华宁县实施降低孕产妇死亡率干预方案的案例分析指出,由于生育健康服务机构业已习惯自上而下的工作方式,各级领导机构可以而且应当继续发挥积极的行政干预作用,充分利用现有服务资源,动员社会各界的积极参与,在不增加投入的前提下有效地改善生育健康服务。

| Abstract: | Since 1989 in Huaning County of Yunnan Province there has been a typical governmental program,entitled,Save the High Risk Pregnancies", aimed at reduction of MMR which was rather high earlier. As a case study, this paper describes the background,interventions and impact of this program. The authors believe that while a shift from the previous planned economics to a marketing economics occurs,governments at different levels and the boss institutions still can play an active role in directing the lower sectors to provide people with the preventive care,by introducing strong programs like the one described in this report. |
