公立医院等级服务公共政策的经济学研究

运用不完全竞争、价格歧视和帕累托改进等经济学理论，阐明公立医院等级服务政策具有帕累托改进效率。一部分消费者愿意支付较高医疗待遇的费用以满足医疗需求，同时并没有使其他人处境变差。满足消费者不同医疗需求使得医院总收益增加，社会福利总量增加，而基本医疗服务福利没有减少。此研究为公立医院等级医疗服务政策的效果和效益的评价提供了理论依据。

Applying economic theories to evaluate the pubic policy of public hospital grade service

The study applies such economic theories as imperfect competition, price discrimination, and Pareto improvement to illuminate that the policy of the public hospital grade service can achieve Pareto improvement efficiency. Some consumers would like to pay for the higher cost of medical service to meet their medical needs, which doesn't deteriorate the others' circumstances. Satisfying the different medical needs of different consumers make the total income of hospital as well as the social welfare increase, and at the same time the basic medical service welfare doesn't reduce. The study provides theoretical basis for evaluating the effect and benefit of the public hospital grade service policy.
