| 摘 要： | 通过对计划经济和市场经济时期医疗卫生体制特别是卫生投入、合作医疗制度、居民医疗负担的对比分析，认为在新一轮“医改”中应该倾听民众的呼声，理性看待政府与市场的作用，谨防跌入“钱穆制度陷阱”。

| Abstract: | We compared health investment, rural cooperative medical system and medical cost burden between planning economics era and market economics era. We concluded that policymakers should listen to peoples＇voice, deal with function of government and market appropriately, and prevent from plunging into ＂Qianmu System Trap＂. |
