| 摘 要： | 虽然在妇幼保健保偿制实施过程中出现了许多问题，但最让决策者头疼也是最重要的问题是他们缺乏政策依据来判断入保者喜好哪些服务包，预付金应该是多少，哪类卫生服务提供者更具有经济效率？基于需方的支付意愿和供方的提供愿意及成本信息，确定母婴保健保偿服务包大小及预付金多少的理论分析模型，对供需双方进行了系统分析。结果表明：实行以大服务包为主的保偿制是可行的，也是受欢迎的，预付金额宜在230－262元之间。

| Abstract: | Although many problems have appeared in the practice of Maternal and Infant Prepayment Scheme, the most confusing and important problem is that policy makers have lacked policy evidence for judging how much the prepayment should be, what packages are popular among pregnant women and which health institution is more efficient. Based on the willingness to pay from demand side, and to supply and cost information from supply side, the author advanced a feasible model to determine popular package and prepayment. The results showed that large - package prepayment scheme is feasible and popular, and the prepayment for them should be between 230 - 262 R. M. B. Yuan. |
