甘肃省麦积区乡镇卫生人力资源现状调查分析

摘    要:目的:了解甘肃国扶贫困县(区)农村乡镇卫生院人力资源情况。为合理配置农村卫生人力资源提供参考。方法:设计调查表,对全区农村乡镇卫生院人力总量、专业构成、学历、职称、执业情况等进行调查,参照2005年《麦积统计年鉴》和2006年在册人数进一步核实数据,统计分析。结果:农村22所乡镇卫生院共有技术人员387人,平均院有卫生人员17.59人,最少2人,最多62人,城区周边卫生院院均人员数是边远山区卫生院的3.2倍,每千农业人口拥有0.86乡镇卫生院技术人员,每1名乡镇卫生院技术人员服务面积是9Km^2。高、中、初级职称构成比为1:27:105,中专(职高)学历占65.89%。结论:麦积区农村乡镇卫生院卫生人力资源匮乏,分布不合理,学历职称水平偏低,总体素质偏低。

Abstract:Objective To investigate the status quo of manpower resources of the countryside health centers in national poverty counties of Gansu province,and to provide reference for rural heath officers.Methods Based on statistics yearbook of 2005 in Maiji and the annual verification numerical data in 2006,the questionnaire was desiged.In the investigation table,the total number of health manpower,specialty,learning experience, technical post and the working time were involved.Results There were 387 technicians in 22 countryside health centers.There were average 17.59 people in every center,the lowest number and the highest number in one center was 2 and 62 respectively.The number of people in suburban centers was 3.2 times of that in remote rural areas.In these areas,the ratio of agricultural people to health technicians was 0.86 per thousand people.Every health technician must be responsible for providing health service for all the peple in about 9km of area.Constituent ratio of higher,middle and primary professional title was 1:27:105.65.89% of people had middling educational background of technical secondary school.Conclusion In the Maiji district,there is a serious shortage of health manpower,and the distribution is imbalanced.The educational background and professional title are relatively low.
