近年来,天津市通过改革初步建立起符合城市定位与功能要求的较为完善的卫生服务体系,特别是在制定和实施区域卫生规划、调整卫生资源、构建两层城市卫生服务体系等方面进行了一系列创新性探索,走在了全国卫生改革的前列。分析天津市的卫生发展模式,总结和提炼其成功的经验,为建立中国特色的卫生保健制度和医疗卫生体制改革提供经验。

An Initial Analysis of Health Development Model And Experience in Tianjin

In recent years,the city of Tianjin has established, through reformation,relatively perfect health service system that fits the city level and functional requirements;especially the forefr.ont of the national health reform is reached by a series of innovative exploration in adjusting health resources and constructing a two-tier system of urban health services through the establishment and implementation of Regional Health Plann＇mg.The main purpose of this study is to analyze Tianjin＇s health development model,to sum up and extract the essence of its success,and then to provide local experience for the establishment of the health care system of Chinese characteristics and the reform of medical and health system.
