居民健康卡应用实践与探索

居民健康卡建设是推进深化医改、优化服务流程、改善就医环境、实现医疗卫生机构服务协同，方便群众就医的重大民生工程。本文以锦州市居民健康卡建设为研究对象，从健康卡申领、制作、发放、使用、管理等方面进行了分析和描述，对健康卡逐步加载金融、医保、新农合等功能进行了探索和阐述。居民健康卡的完善使用，将极大推动本省各市卫生信息化建设进程，对方便群众看病就医、实现卫生信息平台资源共享起到积极的作用。

Practice and Exploration on the Application of Resident Health Card

The construction of residents’health card is a major livelihood project in advancing and deepening medical reform, optimizing service process, improving hospital environment, realizing collaborative services in medical treatment and public health institutions, and providing convenience to access medical treatment. This dissertation takes the construction of Jinzhou residents’health card as the object of study. Under the utmost support of provincial and municipal leaders at all levels, resident health card program has witnessed flourishing development in Jinzhou. This dissertation analyzes and describes the application, making, distribution, utilization and management of health card. Furthermore, it explores and elaborates functions gradually loaded to health card, such as finance, medical treatment and new rural cooperative medical system. The perfect utilization of resident health card will greatly drive the course of health informatization in different cities and play a positive role in making medical treatment convenient for people and realizing resource sharing on the health information platform.
