实施国家结核病控制规划经费需求的测算

摘    要:目的 为实施国家结核病控制规划经费需求测算提供依据。方法 以世界银行结核病控制项目实施结果及有关资料作为依据和参考进行测算。结果 每例初治涂阳肺结核病诊断、治疗管理费为318元,复治涂阳为458元。县级平均每例涂阳病人督导费为75元,地市级每年的督导费为4440元×县数,省级每年督导费为3525元×1/3全省县数。全国2001~2005年共需发现和治疗涂阳肺结核病人2027600例,经费需求为133579.72万元,平均每例涂阳病人的基本经费需求为659元。结论 本测算方法为实施国家结核病控制规划经费预算提供依据。

Abstract:Objective To provide the base for the estimation of required funds for National Tuberculosis Control Programme implementation.Methods The funds were estimated based on the implementation Results for World Bank Loan Tuberculosis Control Project and some relative materials.Results Costs of diagnosis,treatment and management for a initial smear-positive case and retreatment smear-positive were estimated to be $318 and $458 respectively.The supervision fee in prefecture and provincial units was estimated to be $4440×number of counties and $3525×1/3 number of counties respectively.2?027?600 smear-positive pulmonary tuberculosis cases will be detected and treated,autonomous regions and municipalties from 2001 to 2005.$1335.79 million will be needed.Average TB control cost for 1 smear positive case will be $659.Conclusion The method will act as a scientific base for estimating required funds for National Tuberculosis Control Programme implementation.
