| 摘 要： | 文献回顾和实地调查发现,管办分离是相对较新的议题,2000年以来才进入公共政策与卫生政策议程.关于管办分离最早的报道见于经济市场管理体制改革,2004年以后逐渐被引入公立医院管理体制改革之中.从新闻报道与舆论宣传的角度看,管办分离议题社会关注度维持的时间不长.最后提出研究公立医院管办分离的理论框架.

| Abstract: | Literature review and field study find that the government regulation hospital separate from hospital management is a new issues,it is become core issues in public policy and health policy agenda after the year of 2000.The historical original of government regulation hospital separate from hospital management come from the economic market management system reform,and it is introduced into the public hospital institutional reform practices after the year of 2004.In term of news report and public opinions,the issues of division between public hospital regulation and management affaires is short life,the degree and time of social concern is not strong and long. Finally,to propose the concept and theory framework for research the issues that government regulation hospital separate from hospital management in China. |
