| 摘 要： | 目的:探讨现有药品集中招标采购工作中药品质量评价标准的合理性,并提出改进建议。方法:对全国14个省、市、自治区基本药物招标采购实施方案中药品质量分层的相关规定进行比较分析。结果:各地区药品质量层次划分标准混乱,不能科学的反映药品质量,并有可能产生商业贿赂、原研药规避竞争、地方保护主义等不良影响。结论:建议政府组织权威机构和专家,建立起一套统一规范的药品质量评分指标体系。

| Abstract: | OBJECTIVE：To explore the rationality of drug quality evaluation criteria for centralized drug bidding and procurement and to put forward proposals for improvement.METHODS：Regulations of 14 provinces, city and autonomous region on drug quality grading of essential drug bidding and procurement were analyzed and compared.RESULTS：Confused drug quality grading criteria cannot manifested the quality of drugs scientifically, and may produce adverse effects, such as commercial bribery, price protection for original drugs and local protectionism.CONCLUSION：We propose that the government organize authorities and experts to explore, analyze and establish a uniform drug quality evaluation index system. |
