乌鲁木齐市2002～2009年结核病控制项目卫生经济学评价

目的分析评价乌鲁木齐市实施结核病控制项目的成本-效用成本-效果及社会效益和经济效益,为卫生资源投入与使用提供科学依据。方法收集2002～2009年结核病控制项目季报、年报及人口学资料,进行成本-效果、成本-效用、成本-效益分析。结果 8年间政府及相关国际组织投入经费667.8万元,共治愈病人3 362例,每发现并治疗一例患者费用为999.1元,挽回DALY 35 432年,共获得496个完整生命。减少新肺结核病人1 681～2 522例,间接避免了新发病例DALY损失17 716～26 579年。挽回GDP损失约23.48亿元,避免了因病造成的个人收入损失累计达7.26亿元。结论 8年来乌鲁木齐市结核病控制项目取得效果明显,为保障人民群众身体健康做出了积极贡献。

Evaluation on TB control projects in Urumqi from 2002 to 2009

OBJECTIVE To evaluate cost-effect,cost-utillity and cost-benefit of TB control projects in Urumqi,and to provide scientific basis for the investment of health resources.METHODS Quarterly and annual reports of Tuberculosis Control Project and demographic data from 2002 to 2008 were collected,and then cost-effect and cost-utility were economically analyzed.RESULTS During the period of 9 years,the governments and relevant international organizations invested 6 678 000 Yuan,and the cost of discovering and treating of each case was 999.1 Yuan.Totally 3 362 patients were cured during the period of 9 years,and DALY of 35 432 years was saved,which meant 496 complete life were saved if calculated according to the average life expectancy of 71.4 years old in Urumqi.1 681-2 522 cases of new pulmonary tuberculosis patients were reduced.Losing DALY of 17 716-26 579 years of new pulmonary tuberculosis patients was avoided.According to GDP,2 348 000 000 Yuan were saved.The personal income loss which was caused by sickness amounting to 726 000 000 Yuan was avoided.CONCLUSION TB Control Project from 2002 to 2008 has achieved significant effect in Urumqi.It makes a positive contribution to protect the health of the people.
