| 摘 要： | 目的：了解江苏省政府对基层医疗卫生机构财政补偿的地区差异,为政府调整财政资金投入结构、提高分配公平提供科学有效的依据.方法：计算2007-2011年江苏省政府对基层医疗卫生机构财政补偿的泰尔指数,通过对总泰尔指数的分解得出各地区泰尔指数及其贡献率.结果：江苏省政府对基层医疗卫生机构财政补偿的泰尔指数呈逐年下降的趋势;地区间差异和地区内差异对总体差异的贡献率基本都维持在50%.结论：政府应采取优化卫生投入结构,充分发挥财政的宏观调控作用及完善政府卫生投入的评价和监督机制等措施.

| Abstract: | Objective： To measure regional differences of finance compensation for primary healthcare institutions in Jiangsu Province, and then provide an effective basis for the government to adjust the structure of financial fund and improve the faimess of allocation. Methods： It cal- culates the Theil index of finance compensation for primary heahhcare institutions between 2007 and 2011, and then gets the regional Theil index and its contribution to the total Theil index through decomposition. Results： Theil index shows a declining trend. The contribution of differences between regions and one within regions to total differences remain at about 50.00%. Conclusion： The government should optimize the structure of health input, give full play to macro- control role of finance and improve evaluation and supervisory mechanisms. |
