航空兵部队卫勤保障有关问题的探讨

本文对航空兵部队卫勤保障工作中出现的关于联勤体制下航卫保障运行机制、关于航空兵部队师医院、卫生队、航医室能力建设、关于空勤人员医疗保障、关于空勤人员疗养保障等4方面问题进行了论述。提出了具体的解决对策，认为要形成区域供应保障大联勤与航卫业务保障垂直管理并重的模式，注重构建联勤体制下应急航卫保障和能力评估机制。抓住基层航卫工作特点规律，建立医护人员培养（进修、轮训、帮带）和激励机制，提升航卫保障科技含量和保障能力。规范场站医院（卫生队）治疗项目，尽快明确体系医院与空勤科职责分工，提升空勤科“空”字的含金量，构建空勤人员医疗“绿色”通道。构建区域空勤疗养中心，业务建设垂直领导，注重提升服务理念和层次，适应改革的新形势，研究充实疗养规范和有关制度。

Discussion on Medical Support for Aviation Force

Four-aspect problems were discussed about operation mechanism for aviation force under joint service system,service ability constructions of grass roots medical organizations,medical support and recuperating support for air duty unit.Also the measures were proposed as forming uniting regional and operation supports mode,impro- ving service ability construction of each-class organization,defining the service item of each-class organization, establishing special service passage,constructing regional recuperating center for aviation unit,and forming some special system for aviation unit.
