| 摘 要： | 将门诊和住院就医人群分为县，乡，村三个层次医疗机构，贫困和非贫困，高危和非高危１２类人群，通过就医风险概率，风险损失额和相对风险率ＲＲ值等指标，比较各特征人群就医风险特点和差异，并用实际调查数据加以具体验证。运用上述分析方法，能初步明了政策的目标人群和潜在的各种农村乘除中合作医疗覆盖方案的各特征人群受益情况。

| Abstract: | The measurement of the economic risk for medical service (ERMS) is not only the base of accounting premium in health insurance, but also the critical technique in the Catastrophic Health Insurance (CHI) schemes for Chinese rural residents. This article analyzes the differences of ERMS of various groups, such as in rural patients treated in different level hospitals, the outpatients and inpatients, and in rural residents at the different income level. The research develops a series of technique steps to measure the ERMS. |
