我国流动人口生殖健康公共服务绩效评价指标的选择思路

目的:为完善流动人口生殖健康服务绩效评价的指标提供指导。方法:在现有的生殖健康公共服务指标的基础上,从公共服务的提供者和享受者两个方面对现有指标进行分析和思考,选择了一些流动人口生殖健康公共服务绩效评价的相关指标。结果:在公共服务的享受者方面,应对以下方面的指标加以落实,包括:加强妇幼保健,关注育龄男性,正确引导青少年正确的性行为,关心未婚流动人口生殖健康,提供已婚人口计划生育的服务等;从公共服务的提供者来说,应对以下几个方面的指标加以考核,包括:提供服务团队的专业度,强化生殖健康事业,减少财政漏出,完善网络和宣传信息以及享受者的满意度等方面。结论:绩效评价已经成为公共部门或卫生系统的一项普遍项目,政府应针对不同层面的人群实施的流动人口生殖公共绩效进行评估。

The index selection of performance evaluation of public service on the reproduction health of floating population in our country

Objective:To provide guidance for perfecting the index of performance evaluation of public service on the reproduction health of floating population.Methods: Based on current performance evaluation of public service on the reproduction health,this paper had made some analysis and reflection from the receptors and the providers of the reproduction health public service.Results:For the receptors of public service,some index should be put into practice,including enhancement of health care for women and children,attention to the men for marriage age,guidance of the right sex behavior for secondary students,care for unmarried population and family planning policy for married ones.For the providers of public service,the following index should be selected: providing professional team,inducing financial unnecessary output,improving network and publicity information,and the satisfaction of receptors.Conclusion:The performance evaluation has been a general project in public sector or health system,the government should evaluate the performance of public service on the reproduction health of floating population.
