生育保险基金医疗费用支付政策调整空间研究：以北京为例

目的:针对累计结余历年持续偏高现状,对生育保险基金医疗费用支付政策调整空间进行了研究。方法:在对各相关变量预测基础上,以北京市为例,就不同医疗费用支付政策方案下的基金运行进行模拟分析,并提出"可调整率"作为政策调整空间测度指标。结果:不同方案下调整率均为正值,且均高于5%的水平。结论:生育保险支付政策存在一定政策调整空间,有必要进行适当调整以提高生育保险制度运行效率。

nalysis of Payment Policy Adjustable Space on Medical Treatment Expenses for Maternity Insurance Fund Management

Objectives: Aiming at accumulative balance is relative high,the payment policy adjustable space on medical treatment expenses for maternity insurance management is analyzed.Methods: By forecasting the relevant variables,a simulation research on the different expenses payment policy scenarios has been done and a ratio as measurement of policy adjustment is used.Results: The result shows that all of the ratios are positive and higher than 5% of the fund income per year.Conclusion: This means that the residual of maternity insurance fund is high enough that there exists policy adjustable space to improve the efficiency of the maternity insurance mechanism.
