| 摘 要： | 公立医院改革是新医改的重中之重,如何以有效的监督机制保障医院公益性回归将是本文的关注焦点。文章以16个试点城市公立医院改革为样本,对管办分开、医药分开、注册会计师审计、总会计师派驻制、监事会设置、信息披露等监督机制进行案例分析和研究,提出相关建议。

| Abstract: | Public hospital reform is the core of new medical reform,how to guarantee its nonprofit orientation is the focus of the paper.Using public hospital reform of 16 pilot cities as the example,we conduct an investigation into management and enforcement separation,medical service and pharmaceutical sales separation,CPA audit mechanism,general accountant appointment,board of supervisors establishment,information disclosure,then give related suggestions. |
