新型农村合作医疗基金管理中存在的主要问题与应对措施

以现场调研及问卷调查为基础,对当前基层新型农村合作医疗管理经办部门基金筹集、存储和使用过程中存在的违反基金规范化管理要求、威胁基金安全的行为进行了归纳和分析。并结合既往基金管理政策,就政策进一步调整和完善的必要性与可行性,以及调整完善的方向和方法等进行了较深入的分析和探讨,为加强基金管理提供帮助。

Discussion on the Main Problems and Countermeasures of the New Rural Cooperative Medical System Fund Management

Based on the field survey and questionnaire,the existing main problems on fund management,such as breaking the fund management rule or posing a threat to fund security when basic agencies raise,to store and to use the fund,are summarized and analyzed.According to the previous fund management policy,an in-depth analysis on relative policy adjustment’s necessity and feasibility is combined.And the adjustment’s direction and methods are analyzed and explored in order to help constantly improve fund management work.
