我国政府卫生支出对宏观经济、地区差异的影响分析

目的:本文聚焦政府卫生支出,定量研究政府公共卫生支出总量和分配结构对宏观经济、区域经济增长和地区差异等方面的影响。方法:编制一个反映我国宏观经济社会核算矩阵和区域经济社会核算矩阵,并运用具有我国区域特点的动态一般均衡模型,定量研究不同对策措施产生的经济效果。结果与结论:实际额分配对策和效率分配对策,从静态角度看,导致生产要素扩地区转移→产业地区集聚→地区经济发展→区域差距之间呈现了一个正向净效应;而从动态角度看,最终净效应为负。

the Impacts of Government Health Expenditure on Macroeconomy and Regional Disparity

Objective: This paper focuses on government health expenditure,and to quantitatively evaluate the impacts of government health expenditure policies options on Chinese economic growth and the impact of regional disparities.Methods: Make use of a Chinese Macroeconomic SAM(Social Accounting Matrix) and regional SAM,and to present a regionally recursive dynamic CGE(Computable General Equilibrium)model of the Chinese economy,to apply it to quantitatively evaluate the effects of government health expenditure policies options.Results and Conclusions: From a static perspective,The actual allocated poicy and the efficient allocation policy lead to the transfer of factors of production Cross-regions,industrial region gathering,regionally economic development and bring about a positive net effect on regional disparities;while from the dynamic perspective,The final net effect is negative.
