部分地区政府卫生投入追踪研究

政府卫生投入的流向、配置及资金的落实到位情况是评价政府资金运动过程和使用效率的重要内容,本研究利用政府卫生投入监测系统,对部分地区2009-2010年政府卫生投入进行追踪评价,并以此建立政府卫生投入的子核算系统。研究发现各地区政府卫生投入总体水平增长迅速;中西部地区主要依赖中央转移支付,发达地区以地方政府投入为主;资金投入方向与医改重点工作基本吻合;中央专项资金运行时间较长,部分地区资金到位率不高。但对于资金运动和管理中存在的各种问题,2010年比2009年已有较大改善。

Part of the regional government investment in health tracking study

Direction,allocation and leakage of government inputs for health(GIH) are important contents of assessing efficiency in allocation of government funds.Based on Government Health Inputs Monitoring System,GIH of 2009 and 2010 were monitored and evaluated in some regions.And the data was used to set up a sub-account system of GIH.We found that GIH had increased in most regions.Central and western provinces mainly depend on transfer payment from central government,and eastern provinces mainly rely on inputs of local government.The funds were used to schemes consistent with major accomplish tasks required in the scheme of health care system reform.Central government earmarked funds reached health services providers for a relative long time.A certain amount of funds leakage was also seen.Nevertheless,conditions in the management of GIH in 2009 were much improved in 2010.
