| 摘 要： | 文章在阐明新型农村合作医疗基金监管有效性基本内涵与评价原则的基础上,从监管能力、监管效率和外部监督等3个方面,选取30个指标构建了新型农村合作医疗基金监管有效性评价指标体系;从新型农村合作医疗基金监管的特点出发,通过比较,选取模糊综合评价法作为适宜方法,介绍了模糊综合评价法的操作步骤及其评价结果的分析和处理,以期为实现新型农村合作医疗基金的有效监管提供依据。

| Abstract: | The thesis stated the concept of new rural cooperative medical fund supervision effectiveness and the evaluation principle.On the basis of establishment principle,the thesis constructed the evaluation index system for the new rural cooperative medical fund supervision effectiveness with 30 performance indicators,mainly from the 3 areas,namely the supervisory ability,the regulatory efficiency and the external supervision.Finally,according to the characteristics of new rural cooperative medical fund supervision,the thesis selected fuzzy comprehensive evaluation method as evaluation method,discussed the steps and emphasized the evaluation results of treatment,to provide references for regulation effectiveness evaluation. |
