防范新型农村合作医疗基金超支的思路与对策：基于典型案例的研究

新型农村合作医疗可持续发展的前提是基金财务可持续性,基于农村实际和新型农村合作医疗发展阶段特性,明确预防新型农村合作医疗基金超支的思路及有关对策,有利于新型农村合作医疗健康平稳发展。结合新型农村合作医疗运行实践,特别是通过对3个2009年新型农村合作医疗基金发生超支地区的实地调研,本文试图对预防新型农村合作医疗基金超支问题进行初步探讨。

Ideas and Measures that Against Fund Cost Overruns of the New Rural Cooperative Medical Scheme: Based on Typical Case Studies

A prerequisite for the sustainable development of New Rural Cooperative Medical Scheme(NCMS) is financial sustainability of the fund.Based on the rural practice and the specific development-stage-properties of the NCMS,the ideas and measures are clarified to prevent the fund cost overruns of NCMS to conduct healthy and stable development of the NCMS.Combing with the practice of the NCMS medical practice,especially with primary research of fund cost overruns in Beijing,Jiangsu and Henan Regions,preliminary study of preventing the NCMS fund cost overruns will be attempted to be done.
