2010年中国卫生总费用测算结果与分析

2010年中国卫生总费用增长速度趋缓,卫生总费用占GDP比重从2009年的5.15%下降为4.98%。卫生筹资结构进一步改善,个人现金卫生费用支出比重下降到35.29%。结合1978年以来和新医改以来卫生总费用平均增长速度预测,到2020年我国总费用占GDP比重将达到8%左右,在医改过程中需要采取有效措施控制卫生费用增长。文章对卫生费用增长的影响因素进行分析,提出慢性病费用和医院费用是卫生费用控制的重点,并对卫生费用合理增长和费用控制对象、范围等问题进行了分析。

Results and Analysis of National Health Accounts in 2010

The growth rate of total expenditure on health(TEH) slowed in 2010,and total expenditure on health accounted for 4.98% of GDP,down from 5.15% in 2009.The financing structure has been further improved,which was confirmed by decline of proportion of out-of-pocket payments to 35.29%.Combining the growth rate of TEH since 1978 as well as launching of new round health system reform,the TEH as share of GDP is projected to be about 8% in 2020,which indicated health expenditure containment measure should be undertaken to control health expenditure.Author also analyzed the factors influencing health expenditure growth,and proposed non-communicable disease expenditure and hospital expenditure as control priority.The rational growth rate of health expenditure and the scope of expenditure to be controlled were discussed in the last section.
